Blocked blackberry! Possible to unblock (not locked)?

I have a blackberry that is blocked (not locked) at the PIN level. I can receive call and make call, receive sms and send.
Only problem is that i can't use the BB internet services (BIS). Is there anyone that knows how to unblock it?
