To install chips.

Ive heard Netherlands but not sure.

If u mean that u swipe a 201 card at pos and it requires pin then germany is guilty aswell

I'm sorry wtf do U mean?
In Germany there are new model regular POS in every store \ location, every Card is swiped trough POS and with 201 and other Service Codes it requires ur Pin
and with 101 and a few other service codes like 121(should work 2 right?) it requires only a Signature.
If u are talking about something else I can't assist U unless you further explain.

CHIP + PIN = almost everywere

SWIPE + PIN = Holland, Sweden, Italy, Romania... and other countryes but very low % swipe, mayor are chip+pin
