Scammers and spammers continue to annoy Russians with their calls. Another anti-fraud system may appear in the country, which will oblige telecom operators and banks to work together. The capabilities of current systems are not enough to fully protect the country's citizens from those who want to profit from their money over the phone.

We need more anti-fraud systems

In Russia, a new system for combating fraudsters who call Russians in order to steal money from them by any means can be launched. According to Kommersant, currently the platform, in which telecom operators will directly cooperate with banks, is under discussion, which is attended by telecom operators, banks, as well as several state structures, including Roskomnadzor, the Ministry of Internal Affairs, the Central Bank and the Ministry of Digital Resources.

At the same time, Russia already has several active anti-fraud systems – large operators have long implemented their own solutions in their networks, and there is also an Anti-Fraud state platform, for failure to connect to which operators face substantial fines and sanctions, up to license revocation.

According to the publication, a working group has been organized to discuss the new system. The system itself will be a national "centralized system for countering transactions without the client's consent based on data from financial organizations and telecom operators," according to the publication's interlocutors in the Ministry of Internal Affairs.

Voluntary cooperation

According to sources of the publication in the Central Bank, " it was decided to develop the exchange of information between credit institutions and operators." Most likely, this will be the basis of the new system.

"It is advisable to build information exchange through the existing channels of interaction, based on the FinCERT infrastructure," the Central Bank added, emphasizing that there are no specific formats for interaction between operators and banks yet – they are being worked out.

The FinCERT mentioned in the Central Bank is the interaction and response center of the Information Security Department, a special structural division of the Central Bank. According to the website of the Bank of Russia, this center is the basis of the system "information exchange systems between financial market participants, law enforcement agencies, providers and telecom operators, system integrators, antivirus software developers and other companies working in the field of information security." In this case, CERT is an abbreviation for CERT (computer emergency response team).

Operators opinion

The largest telecom operators, in general, do not speak out against potential innovations, and some of them already work closely with banks. MTS told the publication that they are involved in working out aspects of the new anti-fraud system, while Beeline said that they are already developing cooperation with "some large banks", without specifying either their names or their total number.

Tele2, according to representatives of the operator, is already working "with all banks that want to exchange information about fraudulent calls," Kommersant writes.

Megafon told CNews that such an initiative is not new, but stressed that it had already been abandoned earlier. "The idea of creating a national anti-fraud platform was discussed at the Central Bank's site last year (in 2023-approx. CNews), and as a result, it was decided to abandon it due to the high cost of creating such a platform and its ambiguous effectiveness, representatives of Megafon told CNews. - Interaction between banks and operators in the field of fraud prevention exists, in particular, Megafon informs banks online about potentially fraudulent calls to their customers, as well as reports on suspicious transaction markers, mobile malware attacks on bank customers, and other indicators of fraudulent activity."

"Currently, the Central Bank, banks and telecom operators are discussing the expansion of cooperation and information exchange, it was decided to launch a pilot project of a new information interaction, and evaluate its effectiveness based on the results. MegaFon is one of the participants in this pilot, " Megafon added.

Banks are full of enthusiasm

Russian banks, for their part, are very interested in creating a new anti-fraud platform. Their representatives interviewed by the publication support its launch and consider the exchange of information between banks and telecom operators "important for protecting customers from fraud."

So, according to Alexey Voilukov, Vice-president of the Association of Banks of Russia, " building a single system that will allow you to quickly receive information from different sources will help existing technical tools and algorithms of banks and operators to work more efficiently."

"We support any interaction between banks and telecom," Oleg Zamiralov, deputy head of the Tinkoff Ecosystem Security Center, told the publication. "Obviously, the existing measures are not enough."

Zamiralov also added that for high-quality cooperation between operators and banks, it will be necessary to make changes to the current Russian legislation. In its current form, it does not regulate the exchange of data between financial organizations and operators, but it does exist, although it is based on money, since operators provide a service on a paid basis about certain events in their networks, for example, about changing a subscriber's SIM card or mobile device, a source in the telecom market told the publication. He also noted that operators are not happy with the potential changes. "Operators fear that new initiatives, including disclosure of information to financial institutions, will deprive them of income," he said.
