Not all pos works now a days as the bank install a software which blocks international bins and display call issuer so when real card holder will call his bank and approve the transaction .
coming to your question , true bank do not pay most of the time, but there are few bank which still work traditionally in 3rd world countries (nationalized government undertaken banks) these bank pos can work for 10-15 days depends on the location. So smart carders from these countries apply for these machines and try luck, and Its very less chance now a days having insider in bank to clear payments from the RCU (risk control unit),this was in practice before though .

Depends on your transaction (real) the bank will some time also release your payments . but you can always claim back after the charge back from the bank ,which should not take more than 180 days .Procedure is as follows.

FIRST IS YOU NEED TO BE CONFIDENT AND ALWAYS SHOW THE BANK THAT YOU HAVE NOT COMMITTED ANY FRAUD .THE BANK SHOULD NOT FEEL NEGLIGENCE OF DUTY SHOWN BY THE SHOP KEEPER.
All you need to do is file a complaint and register a case of fraud ,Get your purchase bill for the product sold as per your claim that you have sold to card holder and your sale bill to the card holder. Front and back of the credit card ,some copy of a ID for the name in the card.
File these copy of documents immediately once you swipe the amount in your shop folder.
mostly in 48hrs the bank RCU team will come to check the transaction, provide them with all documents , they should not feel fishy. Make sure you don't have cctv else they may ask for footage.

POS cannot block international bins. Only card issuer can do that. Thats why some international work and some dont. Only issuer can have authority to do so, because if it was merchant bank who block when it isnt really block by issuing, then phoning issuer wont unblock it. I know this from my experience and also its based on visa and mastercard policies to accept ALL cards.

Each POS (store) got contract with bank who provide POS .
This Contract CAN contain Insurance against Fraud/stolen card , usually bank covert around 5-10% of card transaction . oVER that they not pay fraudulent payment

After you can limit ChargeBack , with Never card over 10% of money make on ur store , ALWAYS made copy of card & Fake ids ( for prove too ur bank your legit ) ) and it easiest for u fight against Charge back .

True.
For me, i had the bank insider to help me make sure the $$$ doesn't "charge Back".

But if u dont have, u must know the pos payment and monitoring system.
Each Bank had they own monitoring system, the "Guy" that make the "call back". was working on that division.

Ussually all "call back" was trigger by some rules, that bank already determind and different on each bank. for example, there is a back that need a "verification or authorization" on each swipe that over 200$ or more. Or If there is a "abroad" Card that swipe in the pos, but the pos it self had no history at all in "foreign" card swipe.

For the best is you must read all the "rules" on the time u "Apply" for the pos. always use fake id and Document to aplly for the POS if able to, if not use other poeple who are willing to "Skip away" to apply for you.

Look for the "time Space" on each swipe u do. cause not make any sence if u swipe 2-3 times in so short period of time.

Also Look For the swipe ammount u do, always make it real with the "stuff Price" u had on store.
