I am now offering real Visa debit cards from the EU with IBAN bank account attached to card. These bank cards have no name attached, and can be used at any ATM in the world or online.
The cards can be loaded with by IBAN bank transfer, meaning, you can use it to attach to a EU moneybookers, paypal, liqpay, etc and withdraw funds direct to the card. The bank account number on the card can only be used to receive, you cannot wire funds from that bank number.
Since these cards can be loaded as such, exchanges such as wm-center can send money to your card from any e-currency the exchange supports. I haven't checked, but I assume mtgox, tradehill, etc can let you withdraw direct to the card as well.
The possible applications of this are endless. Can be used once to cash out a paypal, or can be used regularly to turn your bitcoins in to something you can actually spend.
NOTE: Won't work for US paypal accounts, but it's easy to open a EU one with proxy.
