To bind a card in Apple Pay, you must use cards without an established phone number.
Since when adding a card, Apple Pay requires confirmation of the binding of the card by SMS.
You can try non vbv or auto vbv bins cards.

The cards to which the phone number is linked are not suitable for you if you do not have access to the device.
You can try the bins I wrote in the post above.
