The Federation Council Committee on Constitutional Legislation and State Construction considered the report on the activities of the Human Rights Ombudsman in the Russian Federation for 2018, Tatyana Moskalkova, worthy of attention.

Moskalkova proposes to determine in the very near future what constitutes a crime in the Internet space in order to avoid unjustified truncation of the right to freedom of speech and bringing citizens to virtually unjustified criminal and administrative liability.

In addition, another proposal of the Ombudsman deserved the support of the senators of the profile committee - a proposal to improve the legal regulation of the work of various instant messengers. Senators drew attention to the fact that most of these programs are owned by commercial companies, which is why the government's ability to influence their work is "objectively limited."

High-quality legal regulation of the use of instant messengers (WhatsApp, Viber, Telegram, etc.) is extremely important, the Ombudsman believes. She emphasized the vagueness of legislative norms in this area, pointing out that there are messaging programs that do not require authorization through a phone number, and corporate messengers, the regulation of which is not defined by law.
