On the portal of draft regulatory legal acts for public discussion, a draft resolution of the Government of the Russian Federation "On approval of the Rules for the provision of subsidies from the federal budget to a Russian legal entity for the creation of a cyber testing ground for training and security".
The document was developed in accordance with Article 78 of the Budget Code of the Russian Federation
in pursuance of the Federal Law of November 29, 2018 No. 459-FZ "On the federal budget for 2019 and for the planning period of 2020 and 2021".
Theatory note says that its adoption will contribute to the implementation of the national program "Digital Economy of the Russian Federation". It also says that the subsidy is provided to the organization
The Rules themselves say that the subsidy is provided to the Ministry of Digital Development on a competitive basis within the budgetary allocations provided for by the federal law on the federal budget for the corresponding financial year and for the planning period, and the limits of budgetary obligations , brought in due order to the Ministry of Digital Development, Communications and Mass Media The Russian Federation as a recipient of federal budget funds for the implementation of the following measures of the federal project:

In order to conduct a competitive selection, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation:
a) makes a decision on the conduct of a competitive selection and notifies about it on the Internet;
b) forms the tender commission and approves the regulations about the competition commission;
c) approves the procedure for consideration of applications submitted for competitive selection.
The document also contains the rules for the conduct and conditions of the competition, as well as other regulatory things.
The recipient of the subsidy ensures the creation of conditions for the use of the cyber polygon for practicing the practical skills of specialists, experts and managers in ensuring information security on the territory of FEFU.
