Will this card writer work for what I want to do?

I want to just be able to buy dumps and write them to the cards so i can go in store and buy stuff but how would that work with blank cards? someone please explain this to me.. Im going to buy this if its all I need

you cant use blank cards instore. you also need a printer,embosser,tipper and holos and so on.
just use blank cards if you want to cash out d+p

with this card writer/reader you will be able to write and read your dumps onto your mag.stripe of the plastic
