The Ministry of Digital Development of the Russian Federation has developed a project that proposes to appoint a single digital platform "Gostech" as an operator of information systems containing certain types of legally protected secrets. This is stated in the draft published on the official portal of draft regulatory legal acts.
It is proposed to amend the decree of the President of Russia dated March 31, which states that "the creation, development and operation of state information systems" using Gostekh are not carried out in cases "if they contain information constituting an official secret", including in the field of defense and judicial proceedings.
The Ministry of Digital Development proposes changes that will allow using Gostech and its tools to create state information systems "containing certain types of legally protected secrets", with the exception of state secrets.
According to the decree of Russian President Vladimir Putin, until the end of 2023, systems or parts of them of 24 federal and 11 regional executive authorities will be transferred to the Gostech platform. In addition, it is planned to transfer the unified state register of real estate to Gostech in 2024. A total of 101 services are planned to be transferred to this platform by 2025.
