Depends on what type of dumps you want to buy.
USA dumps are more cheaper than EU.
But EU 101 (magn. stripe-non chip) is more expensive like the 201 (with chip).
Yes, it is right that rippers are always selling dump with pin but there are lot of ways to get dump with pin.

the standard prices for
usa (101) classic is around 20$, gold/prem: 30$, business/purch./sign.: 40$
canada: same as usa

eu (101) classic: 60$, gold/prem: 90-100$, business/purch./sign.: 120$

sellers usually have "privilege" dumps, their price can be much more than the average
(like saudi,uae,jordan,greece,vatican,japan dumps)
