A normative legal act (NLA) is an official document adopted in a certain form by a law-making body within its competence and aimed at establishing, changing and abolishing legal norms.

The LA is valid only if it is signed and published, if it is under consideration, it has no legal force.

The NLA is published in special places.

For federal constitutional laws, federal laws, acts of the Federal Assembly, the NLA is published on the portal and in the collection of legislation.

The NLA has a hierarchy depending on the legal force.

❗️ The Constitution is the Basic Law of the State, which has supreme legal force, no other acts can contradict the Constitution.

❗️ International treaties are part of the legal system.

Federal bylaws - these include:

2️⃣ Resolutions of the Government. They are signed by the Prime Minister, they can only be canceled by the President, they are also binding on the entire territory.

3️⃣ Acts of federal executive bodies. They are published by ministries, federal services, the Prosecutor General's Office, etc.

4️⃣ Constitutions (charters) of the constituent entities. Each republic, city, region has its own constitutional statutes.

5️⃣ Laws of the subjects. Must comply with the Basic Laws and not contradict Federal Laws.

6️⃣ By-laws of the constituent entities. Created by the authorities of the constituent entities.
