According to the American security officials, it is necessary to take additional legislative or regulatory measures "to properly respond to challenges related to anonymous cryptocurrencies."

Robert Novi, Deputy Assistant Director of Investigation at the United States Secret Service (USSS), has asked the US Congress to take the necessary measures to counter the use of anonymous cryptocurrencies, including Monero and ZCash, in illegal activities.

“The Secret Service is uniquely successful in tackling the criminal use of digital currencies,” he said, “and we are committed to keeping pace with technological innovation and cybercriminal strategies and tactics. My submissions describe our observations of trends and trends in digital currency, as well as some of the issues that may require the attention of Congress."

He sent his statement to the Financial Services Committee of the House of Representatives, or rather, to their division for combating terrorism and money laundering, where he emphasized the following point:

"We should consider the possibility of introducing additional legislative or regulatory measures to properly respond to the challenges associated with anonymous cryptocurrencies."
...

Novi also detailed his request, requesting expanded powers for law enforcement agencies that would allow them to seize "digital evidence" from private enterprises, even if the latter refuse to provide user data.

In his report, Novi touched upon the topic of blockchain, as well as related illegal acts: “The growing popularity of blockchains has also led to an increase in criminal activity closely related to their use. These include: cryptojacking, stealing secret keys, extortion and attacks on blockchain networks. "

He also criticized special technologies such as mixers that help hide the sender and recipient of funds on traditional public blockchains.

The aforementioned cryptocurrencies cause concern not only among American security officials. For example, the Japan Virtual Currency Exchange Association (JVCEA) plans to publish new guidelines for local cryptocurrency exchanges next week. Self-regulatory organization will impose a ban on insider trading and strengthen anti-money laundering measures.

Under the new rules, marketplaces will be advised to stop working with anonymous coins such as Monero and Zcash. It is planned to toughen the punishment for exchange employees who have been seen in insider trading.
