The United States intends to achieve superiority in cyber warfare and manage information.

The United States Navy (US Navy) has introduced a new strategy, according to which the decisive role in future wars will be played not by traditional military means, such as ships or torpedoes, but by so-called "non-kinetic effects" that may not be visible, but nevertheless cause serious damage to enemy systems. These effects include, for example, interference in electronic systems, network compromise, and manipulation of information consumed by the military and civilian populations.

The Navy noted that the new strategy is based on lessons learned from cyber operations conducted around the world. The Navy representative stressed that the Navy and the Marine Corps must compete in cyberspace, protecting the interests of the country, ensuring dominance at sea and maintaining comprehensive deterrence. This will require better training, stronger digital infrastructure, and closer collaboration with the private sector.

The Navy expressed confidence that this strategy provides the Navy with an effective plan of action to succeed in cyberspace and compete with opponents on all fronts. The strategy focuses on resilience – the ability to defend sensitive systems while simultaneously striking the enemy. The Navy budget request for fiscal year 2024 provides billions of dollars for the development of cybernetics, network and information and military technologies.
