Because the one what Daniel posted on opensc is bdoored, and not even works.

1.2.8.0 Is the last version before Spyeye project was ceased. (Although someone claims to have beta build higher, but it is a possible fake)

1.2.8.0 is not public.
1.2.6.0 is public.
