The Ministry of Internal Affairs proposes to introduce criminal penalties for "drops" – those who transfer, use electronic means of payment or provide access to them, thus helping fraudsters to withdraw stolen money, said Danil Filippov, Deputy head of the Investigative Department of the Ministry of Internal Affairs of the Russian Federation.

The agency has almost finished consultations with colleagues and it is expected that the draft law will be submitted for public discussion in the near future.

"Drops" transfer their bank cards and accounts in banking applications to intruders. Formally, they do not participate in the theft of funds, but provide support to criminals who conduct a whole chain of operations through several "drops" when withdrawing funds.

The priority in the digital world is the rights of service consumers and users, Filippov said at the session "Support and Protection of business in the digital sphere" of the Eastern Economic Forum (EEF).

"I propose to focus on three elements of security: the technical component, legal regulation, behavior and legal awareness. The technical part is highly efficient and expensive. We have a regulatory framework, but we need to develop it," Filippov said.
