The FSB detained a resident of Moscow who staged DDoS attacks during the elections

RIA Novosti reports a message from the FSB in Moscow and the Moscow region about the detention of a Moscow resident for participating in DDoS attacks on the IP addresses of one of the Internet providers in the Moscow region using software developed by Ukrainian hackers. The attacks were carried out in September during the elections in Moscow and the Moscow region.

"The FSB of Russia in the city of Moscow and the Moscow region suppressed the illegal activities of a resident of the city of Moscow, involved in the implementation of DDoS attacks on the critical information infrastructure of the Russian Federation during the elections of deputies of the Moscow City Duma and municipal bodies of the capital and the Moscow region," the report says.

It is noted that as a result of operational-search activities, it became known that a Russian citizen born in 1963 installed software developed by Ukrainian hackers on his personal computer, designed to carry out DDoS attacks on Internet resources in order to block their activities.

"In September 2024, using the specified software, this citizen carried out a DDoS attack on the IP addresses of one of the Internet providers of the Moscow region, which led to the blocking of the information resources of this organization, depriving them of the opportunity to provide services to customers to provide access to the Internet and voter participation in remote electronic voting," the report adds.

Despite the mention of critical infrastructure facilities in the press release, a case was opened against the detainee under Part 2 of Article 273 of the Criminal Code (creation, use and distribution of malicious computer programs; committed by a group of persons by prior conspiracy), and not under Article 274.1 of the Criminal Code (unlawful influence on critical information infrastructure).

This is not the first criminal case related to the cyber conflict. In the Rostov Region in 2023, three people were sentenced to 2-3 years in a penal colony and fines for participating in DDoS attacks in three separate cases, all under Article 274.1 of the Criminal Code.

A year ago, a student was detained in Tomsk, who was charged with assisting hacker groups supervised by Ukrainian law enforcement units (according to the investigation, Cyber Anarchy Squad), and a case was opened against him under Article 275 of the Criminal Code (high treason). At the same time, it was reported about the detention of a man in Belovo, Kemerovo region, who was charged with joining the Ukrainian cyber unit and participating in computer attacks on Russian information resources, including CII. A case of treason was also initiated against him.

In Moscow, since February of this year, a case has been going on against Artyom Khoroshilov, who was initially charged with participating in DDoS attacks under Article 274.1 of the Criminal Code. But later a case of treason was opened against him, Article 275 of the Criminal Code.
