The Russian authorities are preparing for the next stage of the country's digitalization. The Ministry of Digital Affairs has created a working group, within which a mechanism will be developed for the introduction of enhanced qualified electronic signatures (EECS) into the SIM cards of citizens. This will allow in the future to completely eliminate the need for physical signatures of documents.

In the message of the Ministry of Digital Industry it is said that enhanced qualified electronic signatures (UKEP) can be placed on the basis of standard SIM cards for phones. Since such a signature is protected both programmatically and legally, comparable in importance to a personal one, this approach will save Russians from many problems when conducting critical and risky operations, as well as eliminate the need for personal visits to various authorities. How exactly the UKEP technology will be implemented on SIM cards is not specified.

An qualified digital signature currently has the highest protection class and is comparable in legal force to a handwritten signature. Business also uses it when submitting reports to the tax office and for participating in electronic auctions.
