- Dump contains a valid ARQC that the issuer would approve
- EMR 2025 forces the card to return TC (40 80) on the very first GENERATE AC command instead of ARQC
- Terminal sees “approved offline” and never goes online
- Card re-uses the same pre-calculated TC + perfect CDA/SDAD for every hit until the terminal finally forces online (usually hit 5–8)
