China's Ministry of State Security has said that undersea cables have become a tool for stealing intelligence and achieving geopolitical goals. The report was made on Friday and was based on materials released by former US intelligence official Edward Snowden.

According to Snowden, the US National Security Agency has been implementing the "Upstream" program for decades, parallel to the "Prism" program, using the advantages of bandwidth for round-the-clock large-scale monitoring and listening to global underwater cables. This significantly weakened the reliability of the global communications network and created a serious threat to the information security of countries around the world.

Subsea cable networks are a critical global infrastructure that provides seamless connectivity and seamless data exchange between continents and countries. In the digital age, they act as the main arteries through which 99% of intercontinental data traffic is transmitted, including financial transactions, Internet traffic, telecommunications, and much more. Thanks to these cables, countries can actively participate in global economic and social processes and exchange information in real time. The stable functioning of underwater cable systems is a cornerstone for the smooth operation of the modern global communication network and international cooperation in various fields.

With the rapid development of network technologies, digitalization and artificial intelligence, submarine cables occupy an irreplaceable place in the global communication network, connecting different countries and providing communication services to remote regions.

The subsea cable industry includes cable manufacturing, inspection, construction, and maintenance. This is a high-tech industry with great construction difficulties and a high degree of concentration on a global level. With the constant increase in financing and technological investment, China is gradually catching up with international advanced technology, making progress in the field of high-tech equipment. Currently, China is one of the few countries that has a complete industrial chain of submarine cables and is actively involved in their international construction.

However, some countries, seeking to maintain their hegemony, often impose sanctions on Chinese companies under the pretext of national security and even cooperate with allies to increase pressure and deterrence. This seriously hinders the development of related industries in China.

Underwater cables, located deep under water, carry important and sensitive information in areas such as politics, military affairs, economy and society. They are invisible and difficult to protect. In the event of damage or intrusion, this will lead to serious data security risks and require significant resources for recovery. This will inevitably cause significant losses for national security and social development.

In the face of a complex and tense environment and a real threat from foreign intelligence services, China's state security agencies will adhere to the concept of overall national security, carefully guard and lawfully counter attempts by foreign forces to penetrate our underwater critical infrastructure and cross-border information data. China intends to effectively strengthen its capabilities and level of protection in new areas, fully protecting the country's sovereignty, security and development interests.
