Why does Elon Musk's company apply to the ITU in a roundabout way?
SpaceX submitted a preliminary notification to the International Telecommunication Union (ITU) through the agency's division in the Kingdom of Tonga about its intention to deploy a system of 29,988 satellites. It is planned that they will be placed on 288 orbital planes at various altitudes from 350 to 614 kilometers.
As it became known, the new SpaceX network will be called ESIAFI II and will operate on the W-band of frequencies, both in the fixed and mobile satellite communication bands.
The Kingdom of Tonga is a small island nation in the South Pacific Ocean, consisting of hundreds of islands with a total area of about 750 square kilometers. The kingdom is located south of Samoa and east of Fiji. The form of government in the state is a constitutional monarchy, and the capital is the city of Nuku'alofa.
The notification was registered with the ITU on October 11. This is believed to be the first time SpaceX has used the Kingdom of Tonga as a regulatory framework for such applications, but what is behind this decision is still unclear.
