Tens of billions of dollars, deepfakes and stealers have become key links in the criminal chain of fraudsters.

In Southeast Asia, major criminal networks are actively using Telegram to conduct illegal activities on a large scale, which was one of the main topics of the UN report. The document notes that the application contributed to serious changes in the methods of organizing criminal operations.

Hacked data is reported to be distributed in huge quantities on Telegram - including credit cards, passwords and browser history. The lack of strict moderation allows criminals to easily share information across multiple channels. In addition, tools for cybercrime, such as deepfake programs and infostealers, are sold through the messenger, and money laundering services are offered through unlicensed cryptocurrency exchanges.

The UN also drew attention to the fact that the app openly advertises offers related to cybercrime. For example, one of the ads cited in the report claims that about $3 million in illegally obtained cryptocurrency is moved around every day.

Southeast Asia has become one of the centers of criminal activity targeting victims around the world. According to the United Nations, a large part of the industry is made up of Chinese syndicates operating from fortified bases that employ employees, often recruited through human trafficking. The annual income of such groups is estimated in the range of 27.4 to 36.5 billion dollars.

Telegram, which has about 1 billion users, has been thrust into the spotlight after its founder, Pavel Durov, was arrested in Paris on charges of facilitating criminal activity. French authorities have charged Durov with distributing illegal content on the platform, including child pornography. Following the arrest, discussions began about the limits of freedom of speech and the responsibility of providers for the content of platforms.

After his arrest, Durov said that Telegram would begin transferring users' IP addresses and phone numbers at official requests from the authorities, and also planned to remove features that are often used for illegal activities.

According to the UN representative in Southeast Asia, Telegram provides a convenient environment for criminals, which creates new threats for users whose data may be involved in fraudulent schemes. The report highlights that criminal gangs have adapted to the new realities by incorporating modern technologies such as malware and deepfakes into their operations.
