All they have to do is withdraw cash from the cloned card at an ATM or transfer the details to trusted card withdrawal services at POS terminals or ATMs, which will do this remotely for 15-30% of the card balance. Therefore, genuine carders don't need to sell cloned cards, as they can withdraw cash themselves. Please remember this simple rule: no one will sell money for money.
Cloned cards with a balance are sold only by scammers (rippers), who demand prepayment and/or delivery fees for supposedly ready-made cards. After receiving payment, they simply deceive you and rip you off. You will receive nothing and simply lose your money.
