When your "merits" and "prospects" become numbers: RSSU innovations.
The Russian State Social University (RSSU) is developing an experimental platform "We", which generates a social rating for Russians based on various parameters. University students were offered to register on the platform and take part in testing the system, writes Sota.
The rating test system includes questions about education, having children and dependents, sources of income, benefits, credit history, criminal record, social media accounts, participation in public life, state awards, language skills (Chinese is highlighted separately), commitment to sports, healthy lifestyle, etc.
According to the idea of the authors of the project, the concept of which was presented in 2022, the final data will be presented in the form of a two-component scoring code (SC), where each component is a two — digit number that determines the social status (the first number) and the social level (the second number) of a person. For example, 47-29. Social status reflects a kind of "merit" of the individual, and social level-its "prospects". In addition, it is supposed to link the scoring code (social rating) with the SNILS, INN, passport, and phone number.
The system pays special attention not only to the "merits", but also to the prospects of a person in terms of the expectations of the state and its readiness to support personal initiatives in the interests of the country. "The social level (SU) of an academic may be inferior to the SU of a young master working in a factory and manufacturing children's sleds in his garage, or it may be less than the SU of a dietitian who, in addition to his main job, is engaged in fitness coaching and studying Chinese," the report says.
The authors of the project assume that the "We" system will be useful not only for banks, but also for governors to divide citizens into classes according to their usefulness to the state.
In China, the social credit system has already been in operation since 2014. Law-abiding and trustworthy citizens who perform well in the rating get a number of privileges, such as a chance to get a good job, priority in government services, and the opportunity to get a loan. At the same time, violations of traffic rules, criticism of the authorities in social networks and denunciations written by neighbors negatively affect the rating indicators and deprive a citizen of such basic rights as the ability to travel.
