In Ukraine, the remote identification mechanism started working on April 28, during the implementation of the new Regulation on financial monitoring by banks. The launch of the mechanism is a significant progress in the operation of the system. Remote identification literally allows you to move on to the next stage in the development of the banking sector - remote, but full-fledged provision of services.

Banks got the opportunity to expand the circle of consumers, because not all of them have a physical opportunity to visit branches. In small towns and cities there may be no bank representative offices at all, and residents of megalopolises often find it difficult to find time among working days. The transition to "remote banking" will solve all such difficulties.

Simplified access to banking services will make the struggle of banks for clients more intense, since it is now much easier to change banks. Healthy competition, as you know, develops the quality of services - a pleasant bonus to innovations.

But the main plus, of course, is that the banking sector does not stand still. After approbation of remote identification in banks, the system will begin to be implemented in other areas where customer identification is necessary: first of all, it concerns insurance companies, medical institutions and trading platforms. Against the backdrop of the launch of State in Smartphone and the digitalization of services, the banking sector seemed too stagnant.

International experience

For European countries, the remote identification system is not new for a long time. In Estonia, the mechanism was launched at the state level and has been successfully operating for 18 years. Moreover, the Estonians have implemented their own version of the system, creating a specialized ID-kaart for identification, which allows signing documents on the network, remotely using the services of banks and even voting.

In New Zealand, they approached the matter from a different angle - for this, an agency was created in the country that collects and stores data on New Zealanders in electronic form. To carry out banking procedures remotely, you just need to connect to the agency's online portal and verify your identity.

Great Britain, Australia and Nigeria open accounts remotely based on data from credit histories or simply use information from databases of other government agencies. Meanwhile, in India, due to the number of residents, they introduced faster biometric remote identification, developing for this the largest system Aadhaar, which already serves more than 1.1 billion users.

Most countries agree on one thing - the pace of modern life requires the elimination of unnecessary fuss with visiting offices, and technology already allows you to ensure a certain level of data security.

How it works

From April 28, banks can conduct remote identification of all new customers. As for who are already served in a financial institution, the system will come in handy for them during any scheduled data check that all banks carry out periodically.

To complete the procedure, you need to contact a representative of the selected bank by video link. What next depends on what type of documents the client has. If we are talking about a good old paper passport, you will need to visually evaluate it using a webcam (during which the employee, as well as in person, must examine the photo and passport data). You will also need an additional verification - using the NBU BankID or electronic signature. Alternatively, the client will simply be checked through the credit bureau.

If the client has a new type of documents - a biometric passport or ID-card - a bank employee will be able to read the necessary information directly from the built-in chip. A visual assessment of the document will also be carried out. In order to collect the necessary information, banks can contact not only the registers of legal entities and individuals, but also use other sources.

It will be noticeably easier for the owners of new documents, but in fact, the verification of documents via video communication is not much different from the usual procedure in a department, where additional verification may also be required.

The new system also provides for remote identification without the use of video communication, but this option has its own limitations - the total balance on all customer accounts in the bank should not exceed UAH 40 thousand, and a limit of UAH 40 thousand per month and UAH 400 thousand per month will be imposed on all client transactions. year. In addition, the client must send copies of identity documents and a photo of himself with the documents provided.

Also, without video communication, you can transfer a symbolic amount to a separate account of a new bank from any of your old accounts - just to identify yourself during the procedure. Well, or independently read data from an ID-card or biometric passport using a smartphone.
