Yes, in order to get the pin of the dump you must use a skimmer that has a small camera on it to record the pin number. Or you can place a fake pin pad over the real pin pad. Either way, you need a skimmer.

You could also try and phishing page, but those usually don't work well when they ask for your bank pin number.
