Im from France and you can cashout ATM. Scratching the chip to use magstrip doesnt work anymore, you need real software (not x2 or rmvfouundry). You can get dumps from vendors on the forums and automated sites like bigfat, briansclub, rescator... The only software that works on 2023 is atrtool2.0, jcopenglish, @realsaturn software, cardpeek, magcard, bp-tools.
