Proxy and anti-detect browser questions

I am a beginner and I am trying to configure the proxy for the first time.
Here are some questions:
1: I am using Oxylab and Linken sphere, I have this link from Oxylab but I don't know how to plug into the Linken sphere (in which format? ) curl 'https://ip.oxylabs.io/location' -U 'customer-USERNAME:PASSWORD' -x 'pr.oxylabs.io:7777'
2. I am aiming for doing uber eats and some online shopping in the future, Which proxy and antidetect browswer should I get?
3. I need some Uber eats Bin numbers if anyone know

Do I need to have the exact IP address which match the cardholder's ? Because I can't find it on the proxy provider, it it normal? What should I do ?

It is enough to just have the closest possible IP address, preferably up to 1 kilometer or less, but this is not so critical if you do not have exactly the same IP
 
You must choose a proven proxy service that will implement the functionality of searching for the required proxy.
When working with each card, we always look for a private residential proxy that works using the socks5 protocol and matches the cardholder's address using the following requests: ZIP, ISP or city.
You insert the resulting proxy into a new profile (new session) of the antidet browser, after which we check the resulting IP address for compliance with the geographic location of the cardholder, as well as for leaks and presence in spam, black and fraud databases. If everything is in order, then we can get to work - pay with a card with installed unique digital fingerprints of the browser and system.

The proxy provider such as 360 proxy, lumi proxy can only match the cardholder's city but now accurate address, is it good enough to move on to the next step?
