i wanna know wich % is that i CREATE a paypal account whit A CC i can make a payment after creditcard is linked? or i need to PUT THE f*king 4 numbers that are send to the billing. state? i cannot creat simple a make a payment?

yesterday i make payment via paypal whit a card. but i wanna sendmoney to anohter paypal account how i can do this?????

change 1989 = how much you want to send

You can fund another PP without linking to a PP acc.
just use the send money function in paypal.
key in the the email add of the PP you want to fund.
