The country is one of the three leaders in online fraud in Europe.

The Romanian Ministry of Digitalization is in talks with representatives of Meta, TikTok and Google to expand the mechanism for quickly identifying and deleting deepfake content outside the pre-election period. Minister of Digitalization Bogdan Ivan said that according to unofficial data, Romania is one of the three European countries most susceptible to online fraud.

In May of this year, before the local and European elections, the Ministry of Digitalization launched the #nofake page, where citizens can report suspicious content on social networks and search engines. The Ministry's team verifies the information and, if it is deemed illegal or misleading, transmits it through special channels to Meta, Google and TikTok for deletion.

Despite the fact that this communication channel was originally created to combat disinformation during the election period, Romanians actively reported on numerous investment fraud schemes created using deepfake technology. The minister spoke about cases when images of public figures and high-ranking church hierarchs appeared, allegedly recommending miracle drugs. Such content was quickly transmitted to the platforms and quickly deleted.

Bohdan Ivan plans to issue a new ministerial decree that will expand the use of this mechanism beyond the pre-election and electoral periods. In addition, information about suspicious content is also transmitted to the relevant Romanian authorities, such as the National Consumer Protection Authority or law enforcement agencies, depending on the specific case.

As of June 13, the Ministry received 1,585 messages via its platform. Of these, 687 did not meet the campaign criteria, and 898 were considered relevant. About half of the relevant messages related to deepfakes about investments or miracle drugs aimed at deceiving the public.

The Ministry sent 439 messages to various platforms. The procedure for working with large platforms is constantly reviewed depending on the type of complaints received by the ministry. As a result of the measures taken, 257 cases were resolved, which led to the removal of more than 5,000 audio and video materials that threatened the integrity of the elections.

Major technology companies have confirmed that Romania is a special case with a high number of fraud attempts. The Ministry of Digitalization plans to analyze these cases together with the competent authorities.

Deepfake technology uses artificial intelligence to create or modify video and audio content to make it look authentic. Such materials are often used to manipulate public opinion, discredit political figures, or influence electoral processes.
