The government is getting involved in the fight against phone spam in Russia.

Russian mobile phone users may soon receive a new tool to combat unwanted phone advertising. The federal portal Gosuslugi is supposed to create a service that will allow citizens to report the facts of spam calls, Izvestia reports.

The initiative developed in the Federation Council has already been sent to the Ministry of Digital Development of Russia. Senator Artem Sheikin, Deputy Chairman of the Council for the Development of the Digital Economy, expressed concern about the increasing number of spam calls, which is confirmed by the data of telecom operators.

According to statistics, subscribers received at least 3.8 billion spam calls in the first half of 2023 alone, which is 215% more than in the same period in 2022. Spam calls are the most common source of inconvenience for residents of Moscow and St. Petersburg, followed by Krasnodar, Ufa, Novosibirsk, Yekaterinburg, Rostov-on-Don, Kazan and Samara.

As part of the proposed service, users will be able to specify the number, time and date of the spam call. Then Roskomnadzor will have to find out which organization this number belongs to and pass the information to the Federal Antimonopoly Service to check for violations of advertising laws.

However, the problem is that Roskomnadzor does not have access to information about the ownership of numbers by legal entities – such data is held by telecom operators. In addition, as noted in the FAS of Russia, just knowing the phone number is not enough to bring the company to justice, you need proof of violation of the law "On Advertising".

Experts, commenting on the initiative, argue that the fight against spam calls should be comprehensive, and the proposed mechanism still looks "immature". They also note that auto-calling of customers is still common in the business environment due to its cheapness and efficiency. However, there is no doubt that the problem requires an immediate solution, given that more than 94% of users regularly encounter spam and phone scammers.

In turn, mobile operators already offer subscribers various means of protection against unwanted calls, including caller ID, black lists and special assistants.
