if you still haven't found any legit person selling it, do this:
buy a php mailer that hits inbox (thinking that using smtp mailer will be a problem for you)
create a company website, that looks legit
and post on job website with state FL and think of any job that you think will attract the most attention
and when people contact you, give them the CV that asks their dob, name, ssn.

you can get 100's of it per day if your good at it at the minimum cost.
