Need help with error

Hello!
I got a problem that occurs alot lately!
Everytime I try to do an order on any site, like paypal or something, it says it fails, with every credit card,
I tried with those freebies too, but can anyone explain me why, is it because I'm IP banned there?
I'm asking this because it fails for me, whilst other people report the CC's and say its working, thanks etc..

what error you receive. possible you ip adress in black list to paypal. use rdp good

If you have carded paypal with same drop more than 3 times or so.. this error occurs or your ip is blacklisted.
