In three years, the number of cybercrimes has increased by 27%.

In the first seven months of 2024, the damage from IT crimes in Russia reached 91 billion rubles, while for the whole of 2023 this amount amounted to 157 billion rubles. Such data follow from the applications of citizens received by the internal affairs bodies. These statistics were announced by Daniil Filippov, Deputy Head of the Investigative Department of the Ministry of Internal Affairs of Russia, during one of the sessions at the Eastern Economic Forum (EEF) 2024.

According to him, in the period from 2020 to 2023, the number of IT crimes increased by 27%, from 510 thousand to 677 thousand registered cases. The statistics include crimes committed using information technology: embezzlement of funds, drug trafficking, extremist activities and terrorism.

Earlier in February, the Central Bank published data according to which carders stole 15.8 billion rubles from customers of Russian banks in 2023, which is 11.5% more than the previous year. In the first quarter of 2024, carders stole 4.3 billion rubles, which is 6.3% less than in the same period of the previous year. At the same time, the total amount of losses of citizens was 8% higher than the average for 2023, although the number of fraudulent transactions did not change.

To date, the regulatory framework in Russia regarding the fight against cybercrime remains limited. Russia is actively participating in the development of an international convention on combating cybercrime under the auspices of the UN. In August 2024, the draft of this convention was agreed, and it is expected to be approved at the UN General Assembly in September-October. After that, the document will be open for signature by countries that will have to start the ratification procedure.

Russia has already adopted a number of legislative initiatives aimed at combating cybercrime. One of these measures was an amendment to the law on the national payment system, which came into force on July 25, 2024. According to the law, banks are required to suspend transfers for two days if information about the recipient of funds falls into the Bank of Russia's database on fraudulent transactions. In case of failure to comply with these requirements, the bank will be obliged to return the funds to the client within 30 calendar days.

In addition, tightening was introduced regarding the circulation of SIM cards. In August, the President of Russia signed a law that obliges telecom operators to check subscriber information before the start of services. For foreign citizens, it has become mandatory to submit biometric data when buying a SIM card, and it is also forbidden to conclude contracts for the provision of communication services via the Internet. The new measures also limit the number of SIM cards that can be registered per person: no more than 10 for foreigners and no more than 20 for Russian citizens.

Experts believe that the implemented legislative measures, including the activities of the Ministry of Digital Development, will help improve the situation with telephone fraud, but it is impossible to completely eliminate it. The main problem remains calls from abroad and the use of "gray" SIM cards, which, according to market data, number more than 5 million. However, the main factor influencing the increase or decrease in the number of cybercrimes is related to the vulnerability of citizens to social engineering methods, and not only to restrictions on SIM cards.
