The Ministry of Industry and Trade of Russia has developed a draft resolution, according to which the validity period of the simplified import of equipment with cryptographic encryption function to the Russian Federation can be extended until the end of 2024.The draft resolution was published on the website of regulatory legal acts on October 11, Vedomosti reports.
The purpose of this extension is to " minimize the risks of dependence of Russian importers on foreign manufacturers of encryption (cryptographic) tools." These funds, in turn, serve as components for the production of electronic equipment by companies included in the list of strategic organizations of the Russian economy, according to the explanatory note to the project.
Cryptographic information security tools are used not only to protect confidential information of commercial enterprises and financial institutions, but also to ensure the security of everyday life of ordinary users. Cryptographic tools are available in the vast majority of models of modern technology-from printers and tablets to telecommunications equipment and television equipment, the publication writes. SCRs are also frequently used in video surveillance systems and increasingly in smart devices such as smart homes, smart locks, smart thermostats, and other Internet of Things (IoT) devices.
The extension for a year of the term of simplified import of foreign cryptographic protection tools is necessary in order not to conduct additional checks of devices that are imported to Russia under the parallel import program, for example, modems or smartphones, the expert told Vedomosti. According to him, "this will help eliminate discrepancies in the law and not interfere with filling the consumer goods market with electronics." In addition, the extension of the simplified import of foreign encryption (cryptographic) tools is necessary for domestic needs, and not for use, for example, in the public sector. To use such equipment in the public sector, it is necessary to have certificates of conformity from the FSTEC and the FSB, as well as the use of domestic encryption algorithms according to GOST, which are not supported by foreign manufacturers, the publication explained.
However, the simplified importation of foreign encryption (cryptographic) tools may also pose a risk to national security, since such products may contain vulnerabilities or be used for illegal purposes. Among other things, this can create competition for local producers, who face external competitors who have access to advanced technologies and offer lower prices.
Therefore, for the period of development of the industry, including within the framework of the import substitution program, the availability of import solutions remains critical for domestic companies, which allow them to refine the equipment of the corporate segment and import-replace existing solutions with fewer risks of reducing the stability of information systems, the expert concluded.
