Vladimir Putin signed a law regulating the circulation of digital currency. The document is posted on the official portal of legal information.
According to the new provisions, the government will have the right to impose bans on digital currency mining in certain regions and establish the procedure and grounds for such restrictions. In particular, participation in a mining pool, a special association of miners who share power to mine digital currency, may be prohibited.
The Cabinet of Ministers will also be able to regulate operators who provide infrastructure for mining.
In addition, the new law transfers the maintenance of the register of miners under the control of the Federal Tax Service (FTS), previously this obligation was assigned to the Ministry of Digital Development.
Miners who comply with the established limits on electricity consumption will be able to mine digital currency without being included in the register of the Federal Tax Service. However, persons earning on cryptocurrency will be required to report to the Federal Tax Service on income in digital currency and provide data on identifier addresses used for transactions. The Federal Tax Service will transfer the collected information to Rosfinmonitoring and the Central Bank.
Identifier addresses will be opened by the federal executive body, the prosecutor's office, bodies of inquiry and preliminary investigation. Miners who have repeatedly violated the requirements of the law during the year may be excluded from the register by the Federal Tax Service.
The innovations will come into force on November 1.
