On November 10, the first ministerial conference of the Russia-Africa Partnership Forum was held in Sochi, where the participants adopted a joint statement on measures to form a fair and equitable system of international information security.
The main provisions of the statement:
- The participants support the creation of a fair and equitable security system in the field of ICTs, aimed at preventing conflicts in the digital environment, their peaceful resolution and preventing the use of ICTs in actions that undermine international peace, security and stability;
- The importance of compliance with the generally recognized principles of international law, as well as the need to develop, under the auspices of the #UN, a universal legally binding framework for security in the use of ICTs is noted;
- The launch of a global intergovernmental register of contact points in the UN to develop a depoliticized dialogue between authorized officials and specialists in the field of security of the use of ICTs is welcomed;
- The participants advocate the internationalization of Internet governance, ensuring the equal participation of countries in this process while ensuring the integrity, stability and security of national segments of the Internet;
- Emphasizes the importance of providing all countries with equitable access to ICTs, including artificial intelligence (AI) technologies, ensuring the security of their use, and the need to develop equitable technical standards and requirements in the field of AI;
- The participants advocate that high-tech monopolies strictly comply with the principles of the UN Charter and the national laws of states, as well as bear responsibility for protecting the confidentiality and safety of users' personal data;
- It reaffirms its commitment to respect for the sovereignty and sovereign equality of States in the ICT environment and expresses its rejection of unilateral actions that could undermine international cooperation in this area.
