On September 17, President of Belarus Alexander Lukashenko signed a decree "On the circulation of digital signs (tokens)". It prohibits individuals and individual entrepreneurs who are residents of the Hi-Tech Park (HTP) from buying and selling cryptocurrencies outside Belarusian exchanges and exchangers.
The document has already entered into force. Similar restrictions for legal entities have been in effect since 2017.
The authorities explained this decision by the desire to protect citizens in transactions with cryptocurrencies, as well as to exclude the possibility of using this type of assets for fraud and other illegal activities.
"This will contribute to the development of transparent and controlled circulation of digital signs (tokens) and prevent the withdrawal of funds stolen from citizens' bank accounts from the country by exchanging them for cryptocurrency on foreign crypto platforms," the explanation to the decree says.
The punishment for violating the new rules has not yet been determined. Proposals on measures of administrative responsibility will be made by the Council of Ministers by June 1, 2025.
Recall that the ban on the exchange of cryptocurrencies between individuals outside the HTP platforms in July 2023 was announced by the Ministry of Internal Affairs of Belarus.
In recent years, the country's authorities have repeatedly suppressed the activities of illegal exchangers in the country.
