There are different methods to spoof timezone to victims location.
We have to understand how to change and which timezone he/she use.
Well there are different time zones...

What are timezone UTC offsets?
A utc offset is the difference in hours and minutes from coordinated universal time => UTF for a place.
There are few formats:
hh:mm = + or - 01:00
hhmm = + or - 0100
hh = + or - 01
Depending on the country - is for hours in past and + for hours in future.
So if the time being described is one hour ahead of UTC (such as the time in Berlin during the winter), the UTC offset would be "+01:00", "+0100", or simply "+01".

More Than 24 Time Zones
If each time zone were 1 hour apart, there would be 24 in the world.
However, the actual borders on the time zone map have been drawn to match up with both internal and international borders, and rarely match up exactly with the 15-degree longitudes. Also, the International Date Line (IDL), creates 3 time zones and several time zones are only 30 and 45 minutes apart. This makes the total number of time zones worldwide much higher.
Daylight Saving Time Zones
Regions that use Daylight Saving Time (DST) change the time zone name and time during the DST period. The words "daylight" or "summer" are then usually included in the time zone name. The areas that don't use DST remain on standard time zone all year.
For example, California uses Pacific Daylight Time (PDT) during the DST period, but Pacific Standard Time (PST) during the rest of the year.
Not the Same as Local Time
The term time zone is often used instead of local time. For instance, during DST, it is common to say "California and Arizona are now in the same time zone."
However, the correct thing to say would be:
"California and Arizona now have the same local time."
The reason is that California's local time during DST is UTC-7, but the standard time in California is minus one more hour: UTC-8. However, Arizona's local time is always UTC-7, because there's no DST in Arizona, and they remain on standard time all year.
Warning:
It is very important to use same timezone on local time (computer) as your victims IP.
Local Time Zone Names
To confuse matters more, each time zone can have different local time zone names, usually linked to the geographical name of the country or region.
The time zone names may be completely different, even though the UTC offset is the same.
For instance in Miami, Florida, is 5 hours behind UTC (UTC-5) and the standard time zone is Eastern Standard Time (EST). In Havana, Cuba, the standard time zone is also UTC-5, but it's called Cuba Standard Time (CST).
Getting Your Browsers Timezone
To get your Browsers current timezone, you have to open the Browser's console and then you type following:

How To Spoof Timezone (Browser)
First of all, please use Firefox. Firefox is the most configurable, has a lot of add-ons and is open source. After you have Firefox install the following Add-On:

Once you done that, if you are using Firefox in private (no recommendable while Fraud), open about:addons and select "Spoof Timezone" => "Preferences".
Here we can setup our time zone. For example i choosed "America/Los_Angeles(-480)". Click "Save" and restart browser. To check timezone follow the last message.
How To Spoof Timezone (Operating System)
Some people are using Linux and some are using Windows. For Linux we can use the Terminal and for Windows we head over to our Time settings.
Linux:
To get current system Timezone:
In Linux we should have all time zones. To check available time zones we can use following command:
You can use the grep command, to find your time zone:
Let's set New York time zone:
sudo timedatectl set-timezone America/New_York
Finally check again with:
Windows:
In Windows we can either use Power-Shell or the Time settings. I recommend beginners to use the settings.

For all other people, we set the time and time zone in Windows 10 as followed:
Go to Start > Settings > Time & language > Date & time.
Uncheck "Set time automatically as well as "Set time zone automatically", finally search time zone and reboot.
Some people also love to use Chameleon as Add-On because you can setup here your screen size as and time zone for your browser directly.
After you spoofed your timezone, head over to https://whoer.net and check if you have 100%.
If your time zone is not spoofed correctly you become -10%
