How to protect satellite TV from hacker attacks: the plan of the Ministry of Digital Development

One of the most high-profile cases of hacking occurred in March 2023, when subscribers were shown false alarm messages.

The Ministry of Digital Development, Communications and Mass Media (Mintsifry) has begun to coordinate the search for reliable protection of the satellite TV signal, which has recently been repeatedly replaced by intruders using high-power antennas. This is reported by the newspaper "Vedomosti" with reference to two interlocutors in the operator companies.

Possible ways to protect broadcasting were discussed at a meeting held at the Ministry in late July. It was attended by representatives of the largest satellite TV operators, and the Ministry was represented by Deputy Minister Bella Cherkesova and head of the relevant department Ekaterina Larina.

Recall that one of the most high-profile violations occurred in March 2023, when subscribers of satellite broadcasting saw false alarm messages on the TV channels TNT4, "Saturday" and 2x2 of the Gazprom-Media Entertainment Television holding (GPM RTV). According to Vedomosti, this became possible due to the fact that with the help of a more powerful signal, which was presumably coming from the territory of Ukraine, the signals of TV channels sent from satellite to satellite broadcasting subscribers were replaced with a third-party video sequence.

At a meeting in the Ministry of Digital Development, which took place at the end of July, operators voiced the main difficulties they face when hacking the signal, and also suggested possible ways to solve the problem. According to one of the participants of the meeting, a top manager of one of the satellite operators, many actions of the operator to change the parameters of systems and equipment, such as signal transmission power, require approval from the regulator. The Ministry of Digital Resources promised to simplify these procedures.

The meeting also raised the issue of the need for operators to switch to Russian conditional access systems – software encodings that serve as keys to protect pay TV channels from unauthorized access. According to one of the interlocutors of Vedomosti, this should also help to defend against hacking of the satellite signal.

However, three sources in different satellite TV operators claim that replacing encodings with Russian ones does not guarantee protection against signal substitution. In addition, such a replacement will require huge one-time costs from all satellite operators that currently use foreign systems. According to one of the operators, the reconfiguration may require 1.5-5 billion rubles. It is unlikely that companies will spend on such expenses, and if they do, they will most likely transfer them to subscribers.

Currently, there are several solutions for signal protection in the register of domestic software maintained by the Ministry of Digital Resources – IPTVPORTAL CAS, IMAQrypt, DRE Crypt n DREPUS and Elektra CAS. But most market players still use foreign signal protection systems, the interlocutors of the publication note. At the same time, Russia has a very high penetration of satellite TV, the market volume is more than 100 billion rubles a year.

"Now the creation of Russian encoding systems (CAS) is being actively discussed, we are talking about allocating budgets for these developments and so on. But it is impossible to force everyone to switch abruptly to domestic systems, only in the form of an addition to the systems currently used. Otherwise, it will lead to a complete and one-time replacement of all set-top boxes, " says the head of one of the satellite operators of the Russian Federation.

The Ministry of Digital Development did not comment on possible solutions, but noted that the ministry "certainly supports the transition to domestic software in various sectors of the economy, including in the field of satellite TV broadcasting."
