How do I add cards to Apple Pay?

as far as i know the only possible way to add to apple pay is grabbing the OTP from the victim, never heard of cards adding without requiring OTP

To successfully add a card to Apple Pay, use any valid VBV/MCSC card. The OTP code to confirm the card linking can be obtained using working OTP bots.
Adding a NON-VBV/AUTO-VBV card is possible, but depends on the bin and the issuing bank.
You can use a VPN for the card region.
