I'm trying to understand how wmz works, i did some research and i see many accounts get block, i see there are some vender's who offer wmz
cards with services. if someone could please wright some kind of tutorial or explain how to properly set up wmz and how to cash out anonymously...

what do these terms mean ?

gkard ?

personal certificates?

personal passport ?

Yandex Money ?

Bank cards VTB 24, ALFA BANK ?

online + banking, all documents with the bank + Sim card ?

Is it really necessary for you to use webmoney system? I strongly recommend you to use liberty reserve. WMZ is terrible in blocking accounts, and sometimes they don't even send the sms. They ask for too much documents. This all is a unnecessary headache.
