We had a deal that he would sell me 1 Billion Runescape Gold for $300. He said he was in a rush to sell as the account was gonna get banned. I hadn't dealt with him before and in hindsight i should have checked the blacklist section to see he had previous problems. Anyways he sent me account details after payment and upon inspection, there was only 905 gold, which is worth maybe .01 of a cent. I asked him for a refund but he ignored me after that.

Yes it was very clear from the beginning that he was a liar. Why would a hacker come on the forums and try to defend himself under the victims account? It's also very unlikely that the hacker would have his ICQ and forum account. I think if admins check, he probably logged in from the same IP address as he usually does.
