1-I usually go for choosing bins that are in the same state, credit unions, or low security banks. If i get a binlist I search by state then I sometimes go as far as googling the bank to see what the site looks like(is it low budget)and what are some of its policies on fraud etc(some state card blocks in certain countries and other info).
2-In my opinion its best to buy gift cards but it all depends on your preference of cashing out.
3-Always try to see if the dump can go for a lower amount. If it gets declined again, then you should use a checker to see how low it can go or if it is invalid/pick up status
4-You decide what lower amount to do based on what you tried already. It is all based on what you are comfortable with. If you went for 1k try 500, or if you tried 500 the first swipe try 300-200. Its all a matter of preference!
