Dump bin that can work freely anywhere

I bought many bin but when i swipe it many of it always refer to contact the issuer institute for authorization or call for authorization, is it mean i have exceed the daily limit for that data or it that bin is not working in my area also if anyone can help with the bin that can work anywhere i will appreciate, i have two cash out point for cash, mainly for visa,
