The secret order fundamentally changes the global technological landscape.

China is stepping up efforts to get rid of US technology in key areas, following a secret order known as "Document 79" that imposes restrictions on the use of software from the US.

According to a report published by The Wall Street Journal, the order, issued in September 2022, requires state-owned companies in the financial, energy and other sectors to replace foreign software in their information systems by 2027.

Document 79, also known in some circles as "Delete A", symbolizing "Delete America", remains so secret that high-ranking officials and managers are allowed to view it only in person, without the possibility of making copies.

The move is part of a broader effort by Chinese Leader Xi Jinping to reduce dependence on foreign suppliers for economic and national security reasons.

The move also follows a growing standoff between Beijing and Washington over trade and technology, after the United States imposed sanctions on Chinese tech firms and severely restricted exports of advanced semiconductors.

China has previously taken measures to restrict American equipment, including servers and network technology from companies such as Dell, IBM and Cisco. A new order aimed at removing U.S. software could significantly affect Microsoft and Oracle, which have benefited from doing business in China during its rapid economic expansion.

The directive was issued by the State Assets Supervision and Management Commission of China, which oversees the activities of state-owned companies. China is committed to using domestic technologies as part of a national strategy known as "Xinchuang," which translates to "IT innovation."

Also last month, Chinese regulators said that enterprises owned by the central government should play a more significant role in promoting the development of artificial intelligence in China.

At a special conference, it was said that such enterprises should actively implement reforms related to artificial intelligence, develop new generation technologies and accelerate the construction of smart computing centers.

Thus, external deterrence often only accelerates the process of import substitution and the mobilization of domestic resources to create their own advanced developments in various fields. China is definitely a country that is quite capable of giving a decent rebuff to the United States and taking its technology industry to a new level.
