In Russia, there are restrictive measures against foreign hosting providers and their partners, including Akamai and CDN77. Users have also reported problems accessing sites hosted on CloudFlare, Hetzner, and Aeza servers. Regulators pay attention to data transmission services due to the fact that content that does not meet the requirements of Russian legislation is transmitted through their infrastructure.
In addition to Cloudflare, the list of "non-recommended" services may include other cloud and hosting service providers, such as Akamai and CDN77. This was announced in his Telegram channel by State Duma deputy Anton Gorelkin. According to the deputy, "the process of identifying companies that are involved in the distribution of destructive content, information discrediting the Russian armed forces, and the placement of illegal online casino sites on the territory of the Russian Federation has been launched. In the course of this work, Russian legal entities that act as resellers of the services of these companies will also be identified".
Earlier, the Center for Monitoring and Management of Public Communication Networks (CMU SSOP) warned about the risks of using CloudFlare services due to the provider's inclusion of the ECH (Encrypted Client Hello) extension for its customers. ECH, as part of the TLS protocol, encrypts the SNI header, which makes it difficult to block prohibited sites, since the DPI system cannot determine the domain of the encrypted resource. The CMU SSOP recommends that owners of Russian sites disable ECH or completely abandon CloudFlare in favor of domestic CDN services.
To control traffic and block undesirable resources in Russia, both the lists of banned sites of Roskomnadzor and special technical means (TSPU) managed by the CMU SSOP, installed on the networks of providers since 2019 within the framework of the law "On the Sovereign Internet" are used. After the implementation of CloudFlare ECH technology, Russian users began to report problems accessing sites using this extension.
Difficulties with access also affected sites hosted on the servers of the German hosting provider Hetzner and its British partner Aeza. Experts suggest that the blocking is spreading in stages, so the failures affect only a part of the sites so far. Since 2021, the law "On the Landing of Foreign Internet Companies" has been in effect in Russia, which obliges foreign companies to open representative offices in Russia and register accounts on the Roskomnadzor platform.
For non-compliance with the requirements of the law, Roskomnadzor imposed restrictions on a number of foreign hosting providers, including Hetzner, Network Solutions, WPEngine, HostGator, DreamHost, FastCornet, Amazon Web Services, GoDaddy, Bluehost, Kamatera and DigitalOcean.
