The biggest data breach in CIA history was the negligence of a specialized agency of the agency. As reported in an internal CIA report published by US Democratic Senator Ron Uaydenom (Ron Wyden), secret information security professionals agencies "were focused on creating a cyber weapon to the detriment of the security of their own computer systems."

The hacking tools were stolen as a result of hacking into Center for Cyber Intelligence (CCI) systems in 2016. The exact amount of data stolen remains unknown, but according to preliminary estimates, it could be around 34 TB. The theft was discovered about a year later, in March 2017, when WikiLeaks published the largest collection of CIA documents, called Vault 7, detailing some of the agency's most advanced hacking tools.

“Most of our secret cyber weapons were not split, users exchanged administrator-level passwords, there were no effective removable media management tools, and important data was available to users indefinitely ... If this data were stolen in the interests of an enemy state and were not published , we might never have found out about the leak, ”the document says.
