Chip and Pin?

I was running under the assumption that it is not possible to cashout from ATMs with a chip and pin card! Is this not true?

I have seen a thread showing where to buy blank cards but is it possible?

Do skimming machines clone the information from the chip as well?

Would appreciate any and all information about this.

That's what I thought. So it is not possible to make your own chip and pin cards with withdraw from ATM's in Europe?
