Belgian intelligence reveals its cards.

Belgian intelligence agency State Security Service (VSSE) has expressed concerns about possible espionage by Chinese giant Alibaba in the logistics sector in order to collect financial intelligence. VSSE said it was investigating potential cyber-espionage activities carried out by Chinese companies, including Alibaba Group Holding, at the cargo airport in Liege.

According to the Financial Times, Alibaba has located its main European logistics center at Liege Airport, and VSSE is actively working to identify possible espionage and / or interference by Chinese entities, including Alibaba. Alibaba's logistics hub in Liege, Cainiao, has been operating since 2018.

The Belgian intelligence Service fears that the Chinese government may force Chinese companies or individuals to support intelligence operations in accordance with the National Intelligence Law. The VSSE annual report states: "China's activities in Belgium are not limited to classic espionage or hackers. China uses various resources to try to influence decision-making processes. Our economic activities are closely linked to China, even in strategic sectors. Belgium is an attractive target for Chinese espionage and influence because of its many international institutions."

VSSE also stated that " China has the intention and ability to use this data for non-commercial purposes." Cainiao's representatives deny all the allegations, saying, "We strongly deny the allegations based on speculation. Cainiao complies with all laws and regulations in the countries where it operates."

Belgian intelligence believes that data collected by Alibaba through its hub-based systems could allow Chinese spies to gather logistics intelligence, identifying key actors in supply chains. The data collected is of great value to the Chinese intelligence services, which can use it for cyber espionage, sabotage and financial intelligence gathering in Western countries.
